U.S. Customs and Border Protection is currently drafting regulations which will require 10 additional data elements from U.S importers and two additional data elements from carriers 24 hours prior to vessel loading for waterborne cargo destined for or through the United States. The new Security Filing (SF) will implement the requirements of the SAFE Ports Act for enhanced cargo data to be reviewed in CBP’s targeting system prior to lading. The Security Filing will focus on those specific data elements that further identify the entities involved in the supply chain as well as a corroboration and potentially more precise description of the commodities being shipped to the United States.
Importers need to know what additional data will be required, prepare their vendors and systems and plan for the submission of the data to CBP. It is likely that this new requirement will go into effect in early 2008. While initially designed to apply to water-borne cargo (with bulk expected to be exempt) it is reasonable to anticipate similar reporting requirements for all modes of transportation to eventually be adopted.
